Not really. All the outputs are 9v. I supose you could use two ouputs wired in series, but that could be disasterous if done incorretly.

Can you plug a 100 miliamp pedal into the 200 or 300 miliamp outputs?

Yes. You just can’t plug a 200 or 300 pedal into a 100 input.

Does it work for bass or bass pedals?

Any 9v pedal provided it doesn't have to much of a current draw. There are a few pedals that draw over 300 ma and those cause problems, 80% of pedals will work with it.
