OD = 2.40 in / 61.0 mm +/- 1.30 mm , ID = 1.40 in / 35.55 mm +/- 0.85 mm , this is also conveniently located in the product description in the listing.

Q: Can these be cut into two identical half toroids? I want create two identical electromagnets.

Perhaps the snap-on beads would be a better application. The toroids have a specific shape to keep the magnetic flux within the loop. So while I can’t answer if breaking them will work in your case, but it sounds like using a hammer when you need a wrench. Could it work? Maybe, but bludgeoning seems a bit wasteful. YMMV Maybe try Mix 31 beads.
