Can this be put over sheetrock and wallpapered over?

Yes, MLV can be secured to sheetrock. Wallpapering over MLV is an application that we have not tested. Initial thoughts are that the wallpaper would not stick very well to the vinyl. A better idea is to place anther layer of sheetrock over the vinyl to which you can wallpaper or paint.

Doing a full remodel, can this be used also as a vapor & sound barrier prior to sheetrock Installation?

It definitely can be installed prior to your sheetrock; in fact, for sound blocking, that is the preferred way to do it. (It also works installed over existing drywall, which is what I'm doing, because I am not tearing out anything.) TMSoundproofing is a web resource I used; search around, there are others with great advice for planning and how to install. I don't know if MLV is or is not useful as a vapor barrier; perhaps someone else can answer that.
