what type of applicator is required, e.g. brush or sprayer etc.

Use a hairy paint roller, the type used for exterior emulsion over rough surfaces( long pile) and a good scuttle as a container, as well as an extension pole. Don't forget a 4inch brush for cutting in at the edges.

Does this bring out the colour of sand stone that's faded ?

The sealant doesn't really bring out the colour of the block paving but the cleaning first might well do. (I gave the path a good jet wash first to remove dirt and weeds etc). When finished it does dry to a "sheen" so that it looks as if the blocks are wet, which can be attractive , (depends on your point of view).

Can this be used on new block paving before the effluerecence shows ?

Block paving is best left to "weather" before applying any sealers. I have sealed blocks, at the client's request, just after installation, the efflorescence (salt) then surfaced but was trapped under the sealer, resiblock is not reworkable, so the client was stuck with it, literally, if you are wanting to seal straight away, use an acrylic, it's reworkable and can be oversprayed withresiblock some time after.
