Pacag3 was packaged very well and all seeds look healthy easpeciqlly after soaking overnight

I don't have a super green thumb, but I wasn't able to get these to germinate.

Growing very slowly without the flowers. So sad. I changed the soil after a few months ,moisture it is and the plant seems to be of quality but no flowers and of course no fragrance.

Did exactly as suggested and never sprouted. Waste of money
