No, the rise tolerance is from 5 inches to 9 inches.

Q: WhatIs the weight load is it rated to hold?

There is no specific weight or maximum load, but, ideally it should hold up to 600lbs given that it is is bolted and anchored well enough. This is specific to it coming off due to weight or force coming from the side. The rails and posts itself is wrought iron and can hold up to 600lbs before it bends or reaches its stress limit.

3/8” bit for the concrete anchors.

Q: Can you install on carpet?

This is Ebu here with CR Handrail. The better question would be what's underneath the carpet? If it's concrete, then it's pretty much a concrete installation (it's just that the carpet is on top). And then if it's wood subfloor (like plywood), the issue will be 2 fold: 1) the plywood typically will not give it enough structural integrity and 2) even if you hit a joist under the plywood, it is typically not 4" wide where you are able to get the whole baseplate mounted. However, if the carpet is on top of stairs, then most likely the wood on the stringer is thicker (and you can probably position the baseplate to the edge of the stairs and most likely the outer side of the rail baseplate 2 lag screws will hit the stringer and give you a much more firm connection point/attachment). You will also have to consider the drill bit will most likely grab onto the carpet and get stuck. This means you might have to cut a little patch under the baseplate (but you might then also need to consider carpet tacking or some sort of adhesive). Perhaps the best way to tell is to take a small drill bit and drill down to see if you are hitting wood all the way through or if it's just a thinner plywood that will not be sufficient to hold the force of someone pushing on the rail (and as always this is just educational information only; you are recommended to consult with a licensed installer + our means & method disclaimer applies). We do provide a small drill for wood pilot hole in our Handrail Kit (plus the lag screws); so in terms of content, our kit has what you need. You will need to make sure where you mount the baseplate is strong enough to withstand weight.
