Q: will it stop low velocity shrapnel?

Its made of metal but Im not sure the overall composition of specific metals. It's thin so I would imagine low velocity shrapnel would still probably pierce it. Could throw some rocks at it and it would deflect that but anything significant? Would probably not want to risk taking a chance since its not rated for ballistic protection. Just costume/replica with a nice durable feel to it. Think hard hat but a step up from that.

Q: Do you think it could protect against an off-road crash at 20 mph? (On a small atv)

It doesn't have protective padding. Just what I believe are nylon straps. I personally would not use it for a potential 20 MPH crash protection.
