Does this 670 ace motherboard have the sli capability still like the x570 did? I want to use 2 3090's w/ sli. Godlike x670e doesn but its expensive.?

Nope. MSI haven't bought an SLI license for this board. So you can game with one card and the other card would be good for nothing.

Which m.2 slots if any have heat sinks on the top and also bottom for cooling memory chips on 4/8tb ssds?

All of the included M.2 slots have thermal pads for both the top and bottom of the M.2 drives.

Is the bios that comes with it compatible with 7950x3d out of the box?

I recommend that you update the bios of the motherboard for the Ryzen 7000X3D CPUs. Looks like you have to update to at least this bios version, 7D67v17, from what I could look up.

Would this handle 2 Ram Sticks of 16GBs @ 7000MHz?

No. 6000 CL30 is going to be your best bet. Zen 4 can maybe do 6400 in rare cases and if you know what you are doing. Also RAM doesn’t make a huge difference in the X3D side of that chip, big it will on the the other 8 cores, but you won’t want to use those for gaming on most games.
