Yes, but you'll have to repeat a couple of times every 4-5 days to catch any larvae hatching from recently laid eggs (the life cycle is about 15 days). You have to do this regardless of the method (fogger, powder, aerosol) you use. It may seem a nuisance but I'd do it now and stop them before they get really difficult to shift, esp as you've got new carpet.

no, its fine. it does have a smell but its not extreme and much better than the flipping moths!

The product will kill cigarette beetles and larvae but the problem could be the location the colony. As these pests attack various dried food products as well as tobacco related items, there could be a health hazard if the colony is situated an area where you store such items. The storage area would have to be emptied and thoroughly cleaned afterwards before re-use. You would also have to destroy safely any contaminated products.

Can i use it on fabric or clothes

No, follow the manufacturer's advice. Note the product is ONLY very toxic to aquatic organisms (e.g. Fish). This product contains a low level of permethrin which has a low acute toxicity to rats (and by implication humans) but is a skin sensitiser, so you do well not to put it on clothing.
