Q: Are these wipes truly biodegradable? May they be placed in green garbage or compost after being used?

I actually don't know. . . but the Alba website shows this item has 100% Vegetarian ingredients. It also has a "Contact us" option so you could ask them about it. My thought is YES.

Q: Are these safe for the use of removing eye makeup? It just says face and neck, so I'm not sure.

I wouldn't. It does feel pretty good on the face and neck, but I have had some stinging when I use to remove eye makeup. Also, like all of these kind of wipes, none of them seem to actually remove eye makeup very well without having to rub so hard your lashes fall out and lids are scrubbed raw. At least that has been my experience.
