Does the lid latch without locking it?

No, it doesn't. In order to fasten the latch one must turn the locking part over the hasp. Doing so locks it and the key is required to open it. Terrible design.

What is the thickness of aluminum used?

Not heavy duty at all. Not condusive for a truck bed. I'd keep looking.

Thoughts on using as a step if i put 3/4" plywood on top to stiffen use for RV step im 180 lbs

I think you would have no problem as long as you add extra support

Depends on how fat he is. Strong box and will support 200lb man
