Yes, it comes with cork ball, beads and cleaning brush.

Q: Can you engrave an inscription

Can't confirm but I don't see why not. The decanter material is some kind of glass about 3 mm thick. Any engraving, of course, would weaken it a bit, but I'd guess not dangerously so. Safer to go with a stick on label or pay up for a strong crystal decanter. Note that a crystal decanter is more brittle. This one can take few bumps without problems.
