Are these tissues appropriate for blowing your nose?

Yes, and I believe that is their purpose. They aren't heavy like a paper towel and they get mushy when wet like Kleenex tissues. I'm very happy with these and recommend them. They are slightly smaller than standard facial tissues. I purchased holders for them separately on Amazon. Really like that they are made from a sustainable material.

Are these strong enough to be used to make baby wipes? Will the breakdown if liquid is added?

I make sure the paper don't break easily when wet. But I don't want to lie to you, it is certainly not as strong as professional baby wipes.

Is the packaging plastic?
