Will this police tape hold up for a month or 2 outside?

I would think it would depend on the weather and what you use to attach it. We used it for a birthday party and took it up and down the same day. It is a heavier type of plastic tape and worked well.

I want to put this on the windows and doors of a home that will be empty for over a year. Can it be removed easily? or, do you have to cut it?

This really isn't tape. There is no stickness on the back side and it can be easily removed. This isn't really what you're looking for and I don't think it's meant for long-term.

Does it stick to indoor walls?

It doesn’t “stick” at all. You would have to tape it.
