Are these able to be used on mail or just for collectors?

These are postage stamps to be used to mail letters or pay postage and can be collected.

How do the used options work? Are stamps missing from the sheet, and if so how many are still included? Several "used" are offered, are all the same?

The only used option is Amazon warehouse. 16 Stamps are included in this booklet. Used means it's not in perfect condition, slightly less than perfect condition.

What is the value of these stamps? My letter was returned for more postage?

As of 6/10/2020 the Current value is 55 cents and is good for 1 ounce letters. If the letter weighs more or has a ridged object in the envelope then the post office will charge more, and you will need to use more stamps.
