How long does it take for the light to have a full charge? How do I know when it is fully charged?

The light flashes in brief pulses at low level when charging, then goes steady at low level when it is fully charged (but still plugged in.)

How often does this need a charge? After an hour of use on "high steady"? What does the low battery indicator look like?

I charge it after a couple hous if use. I don't think I have run ithe battery dead yet. When it gets to low, I believe the light pulses but again I haven't run it there yet. I use for daytime light on my bike and I have been happy with it so far.

Would this be suitable to clip onto a bag as well?

Possibly. It is attached with a rubber strap that goes around a handlebar or seatpost. I'm sure you could find a way to attach this you the strap on a bag, but there's no "clip" as such.

how wide can they stretch to fit? Design looks good for putting on suspension lower arms by wheels for low runlights.(Thinking stentions about 30-38mm

It fits around a road bar with cable housings, but it's tight. It would probably work around the suspension fork arms, but it would be at max stretch.
