Actually, the correct answer is that it is BOTH because it is a powder that contains whole husks. The confusion over this issue comes from the ambiguous definition of "powder" when it comes to these fiber supplements. A better way of looking or thinking about this is to realize that there are two types of powders for psllium husk supplements: Course and fine. A "fine" powder is ground down to a consistency akin to that of flour whereas a COURSE POWDER is NOT ground down. It's still a powder but it's a powder of WHOLE HUSKS. To answer your question correctly I will say that this is a COURSE POWDER containing WHOLE HUSKS. It is NOT a finely ground powder. I prefer the course powder products over the fine powder myself.
