Q: How are this manufacturer's quality compared to the Scotch brand?

I feel the quality is very comparable. I actually prefer these over the Scotch brand.

Q: I have 2 questions. first question is, are these uv protection? and can i just use one side to laminate something single sided?

If you want to laminate 1 side the best way to do that is put 2 pages back to back, laminate them then cut them apart to laminate a single side. There is a video on youtube I saw by Erica Arndt called Laminating tips & tricks that shows this "technique".
