Can the trim be used for carpet that is higher than the laminate?

Technically yes, you'd just install it with the screw side on the carpet. However, it may look odd when the screws are tightened against the carpet. I guess it wouldn't sit level at least. Better to screw into a hard surface i think

Yes you can cut to any length very easily by using a hacksaw.
