works
My video card blocks two of the Three PCIe slots in my Dell XPS 8960. I am using this port extender to add 10GB network adapter card. This Extender Card fits under the video card into one of the blocked PCIe slots, allowing me to plug the ethernet card into it.

Not open ended like the picture.
I ordered this based on the picture that shows the PCIe socket end with one end open but the one I received is closed on both ends. The purpose of having one end open is so that something like a Video Card can be plugged in and only have 4 lanes of it used to bypass a built-in video that stopped working or a headless device etc. Most PCIe devices with even 16 lanes will work with 4 lanes albeit not with performance. This would be to access UEFI and such.

Works great
I used this to put a server 8x SAS RAID adapter into a standard ATX PC (the form factor of the adapter wouldn't fit in a 16x slot), so this fit the bill perfectly. Everything works great, so if you need one, go for it.

Meh?
I think it would work but was not the quality I wanted. I used a different brand.

Poor durability, causes errors
After a multitude of WHEA_UNCORRECTABLE_ERROR blue screens, I traced the issue to a card attached to this riser. Most likely, it is affecting the signal integrity of the PCI Express communications. In addition, the wires break easily, and I had to re-solder them to the connectors.
