Q: How much planting soil do you need to fill this tray?

I would think about 7-8 cups the cells are shallow. Maybe 1.5 cubic inches each.

Q: I got some trays recently that were 1mm thick but they were a little too thin for my needs. Are these trays thicker than that?

These trays are TOO thick. They have three fatal flaws: 1. they are only one inch deep instead of the standard two inches. 2. The drainage hole in the center of each cell is too large. And 3. The cell tray sags in the middle when placed in a standard tray. This product should be discontinued. Absolutely horrible design.
