Q: Can i use mirka 23-388-220 5" 220 grit no-hole adhesive sanding discs on this sander? thanks!

I have a Mirka and the 3M. I see no reason it won't work as long as you have the proper backing pad.

Q: 2 questions? size of backing plate....can it be used on cars?

Backing pad is 5”. Is not a buffer, but could be used on cars.

Q: I see that this uses 17 cfm. does it use the same volume of air at lower speeds than the 12000 rpm? for example 25% of air at 25% speed

we use it at lower speeds and the consumption of air is less

Q: Can this be used to wet polish marble to a mirror finish ? how slow (rpm) can this be usefully run ?

You can use it wet but clean the tool and oil it after running wet. Water can cause rust which is bad for any tools. The tool can be run at low speed but you won't be able to tell the speed unless you have a meter it. Unlike many cheap Chinese copy cat, this tool can run at pretty low speed and perform well. You can use Mirka Abralon or Jost SG2 abrasive to polish to a mirror finish. 3M may have something but I don't know much about 3M abrasive except the sander.
