Yes it's watered down soap that has a foam maker in the handle. But it's what I wanted, and can be refilled with whatever soap I choose. For the price I received 6 refillable bottles that dispense foamed soap. Dial soap is also a plus, smells nice. Antibacterial.

Wonderful unscented soap! So many products say unscented but they truly aren’t. This soap is truly unscented and foams up nicely!

We have not yet used these, but I took off a star because I got them so that guests would know that they are foaming soap and antibacterial. However,,Nothing is printed that they will see, so they won’t know what it is or why it’s there:
