Q: Why doesn't it fit? i have a dell optilex microtower. 4 pcie slots. but this is about 4.5" in size. the insertion slot on the tower is only about 2.5"

This is a full-height expansion card, whereas your microtower (as suggested by the name) only has half-height/low-profile expansion slots. From the product listing: "2. This USB PCI-E card is only compatible with standard-sized tower cases (not mini computers)." So it's plainly obvious from both the manufacturer's description as well as a cursory glance at the product photos that this would not fit a slim/mini/micro/etc. desktop.

Q: What does it mean for does not support pci slot? What does it attach to then?

It doesn't support a PCI slot from 1992. It supports a PCIe X4. This is a very common connector over the past 10 years. The connector on your motherboard is around an inch long. I hope this helps.

Q: I bought this card and something interesting is happening. when i plug 3.0 devices, they work just fine. but when i plug 2.0 devices, nothing happens?

Have you installed the latest drivers. For me the drivers on the CD did not work at all. I had google for new drivers. I was able to get to work with a USB 2.0 external hard drive no problem.
