I have a Joola table that is 20inches at the top. Will this cover completely cover it, as other covers were tapered at the top.

That particular wording is confusing! The cover should be used outdoors on tables rated as “outdoor tables”. The cover may used indoors on either “indoor only” tables, or on “outdoor tables” that are indoors. The cover will not be useful on “indoor only” tables being stored outdoors.
