Q: it says that it cant be delivered to my address. i live in california. why i cant get it?? :(

I don't think the state of California allows cold air intakes has a modification on your vehicle

Q: After cleaning or washing the filter, does it need to be oil?

I oil it but let it stand for a day to two before installing it in my car, although it does not have to be oiled.

Q: Is this filter washable / cleanable or only suitable for replacement when dirty?

My son, who is into cars, tells me it is washable. I put this kit on my 2015 charger r/t.

Q: Does this filter come pre-oiled, ready to install?

It is not a oiled filter like the KN ones. You do not have to oil it, to clean it just some wool lite in a bucket and let it dry.
