Q: Will this work on an msi b360m pro-vd motherboard?

Yes it should. The non v2 version of the strix 3060 is compatible with the b360m pro so it's safe to say that this one would be as well.

Q: Is this a discreet graphic card that will work with an intel I-9?

I'm assuming you have an older generation CPU, but it should still work just fine. Depending on how old your setup is though, performances will vary. I still have this in my old rig with an FX-8300 and I have no problems but I did upgrade so I no longer game on that rig.

Q: How is this card for video rendering in handbrake and playback of 4k blu Ray?

The card is more than capable. It is getting Intel SGX installed and working that is the challange. $k will not play without SGX. This cannot be done with 11th generation, and up, Intel processors, and AMD does not support it at all. The next barrier is the optical drive. Most of them do not support 4K and have intentionally disabled it in their drives firmware. I have spent months, and a ton of money, trying to get 4K to work on my machine: Asus ROG Maximus XIII M/B, i7-10700, this graphics card and others, Samsung 4K and HDR capable display, 128 GB RAM. Good luck.
