Q: Does this elastic shrink in the wash?

Q: can this be sewn directly to pants as a waistband or does it need to be enclosed in fabric?

It can be sewn on, BUT you have to loosely measure the elastic for the waist and distribute the elastic EVENLY on the fabric. I would pin it every 3-4 inches til your happy with the distribution, and then STRETCH the elastic over the 3-4 inches you pinned when you sew it. You may want to try it first on a small 12 inch piece of fabric. Hard to visualize, but it works
