Q: Does it come with the clamps ?

There are no separate clamps--simply the plastic forms that fit over the frame and hold the fabric tightly.

Q: does this work on tulle?

The ends clip over the frame fairly tightly. I think it would work on tulle. You might be able to add a strip of cotton cloth along each side under the tulle to keep the tulle in place.
