Q: Why does it come empty?

When you go to the post office to send a package, did the person in the counter ever ask you if your package contained any weapons, explosives, batteries....flammables? Yeah. Would you really want to send something over the mail...that could literally light butane on fire? It's one thing to send a package of flammable gas, it's a whole different thing to send it in a piece of equipment that can actually light it on fire by accident. Why does it come empty? Sure, regulations say so...and so does common sense.

Q: No instruction arrived with this lighter! Can you please send .. post or advise? Will need to return the item if no instructions are received.. thanks

No instructions enclosed with mine either. I am on my second lighter of this name. It's a very nice lighter and well made with some weight to it. I don't know why the first one no longer lights. I've been reading about the purging of these types of lighters but even after the second lighter containing no instructions I'm still up in the air. Again, these are nice lighters. The double flame causes you to use up additional butane. I tend to refill mine every day since I smoke cigars. If you don't smoke cigars I would shop for a different one. I am also using refined butane because of the clogging you get in the jets that preclude you from lighting. Since I have bought my second one of the same lighter I think it says I really like it. I was surprised when the previous one wouldn't light anymore. I had used it about 4 months everyday. Again, if you smoke anything but cigars I would pick a different one. Good luck!! Before purchasing this I was blowing through BIC lighters at one every other day. $$$

Q: How much should I fill the lighter? (50%? 75%? 100%?)

Unlike most cheap leaky-fill-valve lighters, I've found that this one stops filling about halfway (when empty) You just need to bleed off some pressure by running the lighter for about 3-5 seconds. Then you can again fill 50% of the remain space.... so 1fill=50%,bleed, 2fill=75%,bleed, 3fill=85%,bleed, 4fill=92% etc

I would think so. Strong flames for sure. I bought it for survival purposes, and I thin it'll do the job..
