Q: is method soap antibacterial?

All soaps are antibacterial based on the integration with bacterial phospholipids bilateral. Antibacterial is a marketing gimmick. That being said, you must lather for at least 20 seconds to maximize detergent effect. Just because it is natural does not mean it is not toxic. Plenty of substance are "naturally derived" and extremely toxic and or damaging (think hemlock... Very natural and exceptionally poisonous).

Q: What does the waterfall scent smell like?

Waterfall has a light, almost non existing smell. If I knew what it smelled like, I would not have purchased it.

Q: Will this work with other foaming soap containers? I have an almost empty B&BW foam soap container

I use this to refill the B&BW foam soap bottles. Works perfectly.

Q: Is there any way to control the volume of foam dispensed?

This is just a refill but a really good one. Buy a foam dispenser full of foam soap and when empty use this for a refill 3 times. This soap will not foam without the special foam bottle and top of any brand.
