I just wouldn't mix it heavier than mfg'r recommendation.

Q: will this solve the problem of engine surging?

It's effectiveness is going to depend on several things. It's great at removing the "varnish" build up in carbureators / injectors . I added 2 ounces to about a half gallon of gas into a 13hp Honda ... Got the engine revving high... open the choke until it almost stalls out 2-3 times allowing it to come back to full rev between choke outs then let it choke out and sit 2-3 days before doing so again and it did help my problem which was the engine would surge, and kept trying to get itself smoothed out by the governor kicking in and it would really start loping. It really helped.

Q: Why is this $15 when it costs about $6 at Home Depot?

Because things have different cost at different retailers, when you order online, you're sometimes paying for the convenience of not having to go to a store.
