Q: Is this really 7.83 inches wide?

No, the box it is packed in is. The scope is 3.435" wide.

Q: does this arrive as a kit?

No, mine came fully assembled and ready to use. There may be a kit option but I doubt it. It is however open on the sides which makes it feel cheap, but it is not a toy. It also has some readout info on the screen such as peak to peak voltage, RMS voltage, frequency and others. I recommend it if all you need is something to display a waveform and some voltage readings. However, if you have the finances to go bigger, you may want to go with something bigger like an Owon.

Q: can you capture data to pc?

No the scope does not have a data output connection.

Q: Description says: Signal Generator Frequency 500Khz? Is this a signal output separate from the scope? Can it be used to send a diagnostic signal?

I am pretty sure that it could.
