Q: highest and lowest levels of the seat surface?

Lowest is 18.89" Hightest is 23.62"

Q: Will the wheels on this stool scratch hard wood floors?

I do not believe so. They're plastic but durable, I'm 180lbs stool is being used on tiles in my spa when providing facials.

Q: Is the stool supposed to feel wobbly? Also, I can’t figure out hot to out the wheels on.. it’s almost as if they’re not a match for the stand..

Everything on mine was by adding more force I was able to adjust to a tighter non wobbly sitting. As for the wheels, try more pressure directly downward until it pops in place.
