Will it fit in the bed of a ranger?

The rack is 3.5 ft wide. I'm not exactly sure where in the bed u want to put it but it can most likely even fit between the wheel wells. So it should fit.

What are the dimensions of the base rails of the rack that sit on the truck bed?

the brackets that sit on the bed are 2-1/2" wide by 23"long those two legs that sit inside this bracket are 10"and 13-1/2".the 10" leg is the one that adjusts to 7 predrilled holes to set your desired angle, there is also a wall mounting bracket so you can mount the rig on a garage wall. i chose to mount mine on the rear truck bed wall permanently and works fine .for the price i thought it is a nice unit. hope this helps
