Q: Is this suitable for making/sewing DIY touch gloves? Is it too thick?

It is suitable if the rest of your glove is not too delicate. I have used it for making woolen mittens touch friendly and it works just fine.

Q: Will it be able to sew through silicon and still work as a touchable glove for touch screen devices?

Yes I would think it could sew through silicon, as the thread is very strong. However you may have a problem sliding the needle through silicon due to silicones sticky nature and the eye of the needle will have the folded over thread in it. Best of luck.

Q: Is this sewn to the outside the glove or in the inside lining only?

It is sewn so that the thread touches the finger on the inside of the glove and also on the outside to make contact with the screen.

Q: Is it possible to sew this with a machine?

I don't know as I never tried, but do not see why it is not possible.
