I don't have any direct experience with portable air conditioners, but I would think not. Typically air conditioners themselves manage the speed of their fans, either via a thermostat or a fan speed button. They don't have separate power for the fan and the rest of the air conditioner parts (e.g. compressor). If you tried using this speed controller with your AC, my guess is that it would cause the AC to not work at all, as you dipped below a threshold voltage.

Should work. You plug right into it. It reduces the line voltage so the motor runs at slower speed. Depending on the motor, you might need to set the controller a little higher to get the motor started.
