Your mistake is thinking that all acrylics are water based. Tamiya acrylics are very much solvent based and can not be thinned properly with water.

No, strictly for Tamiya acrylics.

Q: Why does the description state: "do not use to thin acrylic paints"? it literally says "acrylic paint thinner" on the bottle.

It does not show that on the bottle. Someone wrote that and Amazon approved it. They don't know. It is for thinning their acrylic paint.

Q: Can it thin acrylic paints of other acrylic paint manufacturers besides Tamiya Color?

Yes it can, and some modelers do so. I usually find using the manufactures thinner works best though. I find that Tamiya thinner works best with Tamiya paints.
