Q: What is the country of origin? it says designed and tested in florida but no coo for the manufacturer.

Products that state they are designed in the U.S., and fail to mention where they are manufactured, are likely manufactured in China (or other countries outside the U.S.).

Q: What is the dimension for the butcher knife sheath?

I'm not sure which one is designed for a butcher knife. Our butcher knife is curved so none of these work exactly. The closest one if 2 inches wide by 8 1/2 inches long.

Q: Could these protect knives stored in an outdoor kitchen?

Yes, but these covers are not waterproof (you have to have it in a covered storage). So if you are leaving your cutlery open to the weather, these covers are not going to protect it from the elements.
