No they are not flexible at all. Stiff and hard, but beautifully made! My daughters love Schleich toys.

The Momma is about 6 inches long, baby is 3-4 inches.

Does the glitter come loose and wind up all over the place on these?

The glitter does not come off! Very high quality and never cheaply made.

Can these be used on a cake for decorations?

Sure, I mean I don't see why not; assuming your surface is large enough, it's not top heavy or heavy in general so it should work out well whether you sink it in the frosting or a plastic surface.
