No they can't..but they extend enough to be worn over the shoulder and stays at your side comfortably and securely

Q: What are the dimensions of the outside pocket?

7” Length X 5” Height (about 2 1/2” depth)

Q: Does it fit well as a backpack? The straps aren’t too short or it doesn’t fit too tight when wearing as a backpack?

For me the straps are perfect as a tote or a bag pack. I will say that when I wear is as a bag pack I mostly only wear it on one arm, when I wear it on both arms it can be a bit snug.
