Is there a version stable enough for hotas? can you make one?

Actually yes. They work marvelously for a hotas mount alternative. I ordered a pair of these for my dual gladiator nxt evo flight sticks. I have them clamped to my desk and rotate them out so the sticks are out of the way, then just rotate them back into "flight mode". My desk feels way less cluttered ever since getting these.

Can the clamp be put on the other side to elevate the mouse pad?

would this fit securely on an arm of a chair?

It would depend of the thickness of the chair's arm. The clamp will tighten down to about 3/4", so as long as it's not thinner than that, or thicker than about 2" it should work.
