Q: How is the charger powered?

The charger I purchased May,2019 did not have an electrical plug. It came with a usb cord. I have to return the unit.

Q: Li-Ion chemistry dictates that one cell is 3.7 volts, two in series is 7.4 volts ... not 8.4 as described ... how do you explain your ineptitude?

7.4V is the nominal voltage over the discharge time. A Li-ion battery can be charged to 8.4V. The voltage drops below 8V fairly quick and stays in the 7V range until falling quickly at end of discharge, which occurs when voltage drops below 7V.

Q: I bought this for my mom who is 3hrs away. How do you know when the batteries are fully charged?

Most computer USB ports do not put out enough current to charge these efficiently (if at all). They only put out 500 ma (.5A) instead of the rated 1A specified. You can use a typical 5v/1A "wall wart" adapter to plug in the USB cable. Or you can find on Amazon a type of adapter that plugs in and has the cable permanently attached. Just be sure it is the right voltage and amperage output (5V/1A). If it has more amps output, that is okay. The charger will only draw the amount it needs (1A).
