Can you use both controllers with only a single usb receiver or does each controller need a reciever?

No, you can not use just one usb receiver for both of the controllers. You need to use each usb receiver that comes with the controllers.

Will this work on Retro Freak?

Once you configure correctly it will work.

The controller works in emulation station, but the start button doesn't register in retropie. I removed/reconfigured the controller, no luck. Advice?

I ran into this myself. I'm going to try to link the controller directly to the Pi. If anyone has any other options, I'm open to hearing them.
