Q: Are the instructions in English?

Mine didn't come with instructions. I used Pinterest and Google to help me learn what the tools were used for.

The top white part, twist it then pull the round tool off and it opens easily.

Q: Does this kit come with different sized slotted quilling tools? In the pictures it looks like they are included, but not listed in the description.

Yes, it comes with 6 that are the same size. The there are 5 different sized slotted quilling tools and battery run one. I hope this helps.
