Q: Does this have a trim plate to snap over the mounted piece?

Yes, the base mounts on the wall, then cut your siding to fit around it and then the trim ring snaps on to create the j-channel that covers the cut edges

Q: is this designed to mount over vinyl sidding?

Thank you for your interest in Builders Edge. This mounting block comes on a nailing flange and should be installed under the siding.

Q: Can you install this over an existing stuco wall? Previous homeowner did a botch jub cutting through the wall for the dryer vent.

Not what this is made for. I guess if it was properly caulked behind the mounting flange area to keep water out it could be used this way but still it is not what it's designed for. I think you would be much better off fixing the wall like it is supposed to be rather than gerry rigging someone else's mess.

Q: Can someone tell me what the inside dimensions are? Trying to cover an octagon shape?

the actual square block part measures 5" wide by 6" tall outside edge to outside edge, reduce those measurements by 1/4" for thickness of the plastic on the inside dimension. if thats what you are asking.
