Will this work with one cat 6 cable with one rj45 end from the router to this connector and the hdmi end plugged into the tv?

No.  It required two cat 6 cables - paired correctly.  "Paired" meaning that after plugging in both cables, it did not work, but I had to switch the cable on one connector - from left to right and the other from right to left - so that from one connector to the other, the right side of the first flowed to the right side of the second and likewise for the left.    However..... I had too much distance between the connectors - trying to capture the HDMI signal from the main box to the second TV - about 40' away.   The signal lost a lot during transmission - presumably due to the fact that the cable has little to no shielding.  I ended up just running true HDMI shielded cable from the DVR to the  second TV and have had no problems.

My laptop only has an hdmi port, no ethernet port. can i use this device as an adapter to plug in my ethernet cable to my laptop instead of wifi?

Just curious -- how come this one needs 'two' ethernet cables when similar devices (though double or triple the price) only require 'one' eth. cable?

The devices you mention are very different types of devices from this listing:

The device pairs you are referring to are active unidirectional transmitter/receiver pairs: "Active" means they plug into and consume power. The transmitter reads the HDMI data and encodes it into something to send over a Cat6 cable, then the decoder decodes them. As a result, they are unidirectional and have a sample rate, which constrains the maximum bandwidth. (These may even be compatible with an ethernet router or hub, though I doubt it.)

This device (based on provided information) simply rearranges the 19 wires from a HDMI connection to the 4 pairs of wires on each Cat6 cable (16 total). Where do the other 3 wires go? As 4 of the HDMI pins are "shield" pins, I suspect these are tied together, or disconnected entirely, and one of the wires (pin 14) is optional. (I'm actually waiting on the details of this mapping myself: https://www.amazon.com/ask/questions/Tx2XK4WIJM0KHIO) As a result, this adapter provides slightly less signal integrity than a "real" HDMI cable (due to lack of shielding) but they consume no power, can be plugged in in either direction, and the bandwidth limitations are only the physical properties of the copper wire itself. This is also not wired as ethernet, so it should never be connected to a hub, a router or any other ethernet device. I personally think, despite requiring twice the wiring, and being more noise-sensitive, this is probably the cleaner and simpler solution.
