What is the length/width of the bottom bars near the wheels that hold the poles. I want to put the rack into a small closet?

the widest part of this rack is the bottom where the wheels are. it measures 31 inches in length and 18 inches in width. i did not measure how tall the rack is because that part is adjustable and you can make it tall or short. so it is 31 inches by 18 inches is all the space you need for it because you can adjust the height of the rack. yes this will fit in your closet. you could probably fit 2 racks in that closet.
