Q: is the height of the handlebars adjustable -- can it be raised up and down to accommodate people a varying heights?

Handlebars are not adjustable. The seat can be adjusted up and down. Good bike so far.

Q: How hard is the hardest resistance level? I am looking for something not too easy to ride even in the hardest level.

I find the hardest level challenging; however, I am old and not faithful in riding the bike. Hope this helps.

Q: The description says the bike seat is oversized but exactly what are the measurements in inches?

across the widest part from edge to edge it is 15 1/2 inches; on top of the saddle within the middle section it is 6 1/2 inches.
