I have a 01' Cherokee, are these plug an play even the Angel eyes ? or do I need extra stuff to make them work

you will need a relay it. there is a video on you tub thatgives the exact one you will need.

Hooked them up in my 1995 jeep wrangler, not all low beam are lighting, and high beam not working at all, any suggestion?

I would check the connections to see if you have the correct power to the lights. If you have power then you have a fualty par of lights.

Why on my 87 jeep yj the light blink when turn signals are on

Check your wire connections. When I installed mine, it was just a ( plug in and play) connection.

Yes, the adapter pigtails should fix your issue. I installed mine on a 2001 F250 XL and didn't need the pigtails.
